good afternoon everyone. I am very pleased to participate in the establishment of the Central Electric Vehicle Industry Alliance. This conference is of great significance. It is a major measure for the State-owned Assets Supervision and Administration Commission of the State Council and central enterprises to thoroughly implement the scientific concept of development, speed up the transformation of economic development methods, give play to the overall advantages, and vigorously cultivate strategic emerging industries. Here, on behalf of the State-owned Assets Supervision and Administration Commission of the State Council, I would like to extend my greetings and gratitude to the leaders of the various ministries and commissions participating in today's conference and to the friends of the media. Since the outbreak of the international financial crisis, profound changes have taken place in the world economic landscape. In order to maintain their dominant position in international competition, all major developed countries are accelerating structural adjustment, increasing investment in technological innovation, striving to develop new industries, and cultivating new economic growth. At this point, a fierce competition that has occupied the economy and the commanding heights of science and technology has quietly begun. As a breakthrough in the new round of economic growth and an important way to realize the transformation of transportation energy, electric vehicles have become the strategic choice and priority for development of major countries and auto manufacturers in the world. Judging from the actual situation in China, with the development of the automobile industry and the entry of cars into families, its negative impact has become increasingly prominent. Accelerating the development of the electric vehicle industry is of great significance to optimizing China’s energy structure and improving the urban environment. At present, the commercialization of electric vehicles in various countries is at an initial stage. China has mastered the key technologies for the development of electric vehicle vehicles, formed the development capabilities of various types of electric vehicles, and realized the independent development and commercialization of key components for electric vehicles. In particular, the development and application of lithium-ion power batteries are in the world. In the forefront, accelerating the development of the electric vehicle industry will change the status quo of the existing technology sources of the automotive industry. It is of great significance to create independent brands through independent innovation. The “Regulations on the Adjustment and Revitalization of the Automotive Industry” promulgated by the State Council clearly states that China will have a production capacity of 500,000 new energy vehicles in the next three years, and the sales of new energy vehicles will account for about 5% of the total sales of passenger vehicles, and will further be our country’s electric power. The development of the car industry has clearly defined the direction and tasks. We must seize this rare strategic opportunity, speed up the cultivation and development of independent intellectual property rights and brands, and establish the proper status of China's electric vehicle industry in international competition.

Central enterprises are an important pillar of the national economy and shoulder major responsibilities in the upgrading of China’s industrial structure and the transformation of economic growth patterns. Judging from the actual situation of the current development of the electric vehicle industry in China, the central enterprises have the overall advantages of developing the electric vehicle industry and have the ability to better take the lead and lead role. First, the industrial chain is relatively complete. In terms of vehicle R&D, design, and manufacturing, electric vehicles independently developed and produced by FAW, Dongfeng, and Chang'an have been put into operation. In terms of battery R&D and manufacturing, CNOOC Lishen, Beijing Nonferrous Metals Research Institute, AVIC Luoyang Institute and other enterprises are in the leading position in China. In terms of charging facilities construction and services, the State Grid, China Putian and other companies have already built a number of demonstration projects. The second is to have a strong foundation in research and development and achieved some breakthroughs. These enterprises have formed a certain scale of specialized research teams in the R&D and design of electric vehicles. Some independently developed models have been listed in the National Catalogue of Recommended Models for Energy Saving and New Energy Vehicles, Demonstration, Promotion and Application Projects. Thirdly, the overall plan for the development of the electric vehicle industry of the central enterprises has been completed and passed the expert review, which will play a guiding role in the healthy development of the central electric vehicle industry. Fourth, the State-owned Assets Supervision and Administration Commission of the State Council unwaveringly supports central enterprises in accelerating the development of the electric vehicle industry and makes corresponding arrangements.

In order to give full play to the overall advantages of central enterprises and accelerate the development of the electric vehicle industry, under the guidance of the State-owned Assets Supervision and Administration Commission of the State Council, 16 central enterprises initiated the establishment of a central enterprise electric vehicle industry alliance. The main task of the alliance is to integrate the resources of the central government, establish an open technology platform to promote the overall development of the electric vehicle industry, unify industrial technology standards, jointly develop new technologies, new products, new solutions, and new models of electric vehicles, share technological achievements, and promote electric power in China. The popularization of application of vehicles and market development will comprehensively improve the overall technical level and global competitiveness of China's electric vehicle industry. The main responsible comrades of all relevant central enterprises should attach great importance to earnestly fulfilling all the work of the sponsors participating in the formation of the coalition. The establishment of the alliance marks the beginning of a new stage in the development of the electric vehicle industry for central enterprises. Here, I make a few requests for the work of the Alliance:

First, accurately grasp the positioning. The alliance is a non-profit organization that is created spontaneously by enterprises under the SASAC's promotion in accordance with market rules. Each alliance member must earnestly strengthen self-discipline. We must conscientiously implement the national guidelines and policies on the development of the electric vehicle industry and actively assist the relevant state departments in formulating industry product standards, certification systems, standards, and service standards. We must adhere to the principle of marketization, give full play to the main role of enterprises, and properly handle the division of labor and cooperation among alliance members. The common technology developed by the alliance organization is shared by members of the alliance. The general personality technology is developed independently by each company according to the principle of marketization.

Second, we must strengthen organizational coordination. The league must urge the member units to optimize the allocation of resources in accordance with the requirements of the electric vehicle development plan for central enterprises, promote the effective use of industrial resources, and effectively avoid redundant construction. To unify the interfaces and standards of each link in the industry chain, the organization confirms the core of the electric vehicle industry development, and key common technologies. Based on the division of labor and cooperation, relying on the advantages of the enterprise to carry out research and research, put forward the progress requirements and time nodes, make it clear that each member unit shall bear Responsibility, taking a variety of ways to promote the sharing of research results and intellectual property rights.

Third, we attach great importance to market development. The electric vehicle market development and commercialization process also faces some difficulties and problems that need to be resolved. The alliance should actively study and learn from the successful experience of market development of other industrial alliances at home and abroad, give full play to the advantages of each member unit in market development, timely summarize and promote some good practices, and strengthen the investigation and study of existing difficulties and problems to form opinions. And suggestions, to the relevant state departments to reflect, for policy support.

Fourth, create an open development platform. It is necessary to actively promote information sharing and technological exchange among alliance member units, and at the same time, it is necessary to do a good job in various forms of technical exchanges and cooperation with relevant organizations and enterprises at home and abroad. After a period of time, the alliance can further absorb other relevant companies at home and abroad to join and expand the alliance's influence and driving force on the healthy development of China's electric vehicle industry.

Comrades, the Central Enterprise Electric Vehicle Industry Alliance shoulders major responsibilities and the work of the Alliance is a long way to go. It is hoped that all member units of the Union will seize the opportunity, work together, and work hard to promote positive progress in all aspects of the Union's work, and make positive contributions to the sound and rapid development of the electric vehicle industry in China, with the guidance and assistance of relevant departments.
