The power generation rate is lower than expected and there are “unpredictable” factors, but they cannot all complain. Liu Xiaolin, manager of the company's wind power operation department, said that the environmental changes around the wind farm have a great impact. “Before the construction of the site, there was a deserted beach. Later, the local government built a chemical park and covered a lot of buildings. The wind turbines were trapped inside and the wind was weakened.”

At present, the enthusiasm for onshore wind farms in coastal counties and cities has declined. This is not only because there is not much leftover land-based wind power resources, but also because the onshore wind farms contribute too little to the localities.

“Wind farms do not make money and local governments do not receive much tax.” Zhang Chenshan, director of the Dongtai Wind Power Development Command Office, said that wind farms occupy a lot of land and their land utilization rate is particularly low. The land acquisition of wind farms is a “point sign”. A single wind turbine occupies a small area but has a large distance. Dongtai Shenhua Wind Farm has acquired 100 mu of land in the first phase, and actually covers an area of ​​nearly 40 square kilometers. In three years, it has paid 30 million yuan to local governments.

“We plan 200,000 kilowatts of onshore wind power, covering an area of ​​50 square kilometers, and now we have to press 8 square kilometers to give space to the ports.” Gu Weisheng, deputy director of the Binhai County Development and Reform Commission, said that with wind power, there was no taxation in the first five years, and after that, 1200 Ten thousand yuan; as an industrial zone, at least 30 billion yuan a year for 50 square kilometers!

Nantong plans to build 1.33 million kilowatts of onshore wind farms, including 370,000 kilowatts of resources, except for those that have been built, under construction, have not been approved for construction, and dozens of projects have not been signed yet. This year, the Nantong Development and Reform Commission proposed that strict control of land-based wind power projects, in principle, is not allowed to build new onshore wind farms.

"Hot hurdles" how hot

Onshore wind power conditions did not extinguish wind power, and offshore wind power stimulated the enthusiasm of all parties. As one of the seven million-million-class wind power bases in the country, Jiangsu Province, which has 18 million offshore wind power resources, is ushering in an allocated energy giant. Among them, in addition to the five major power groups such as Guodian and Datang, as well as China Guangdong Nuclear Power and China National Hydroelectric Power, there are more than a dozen companies stationed in Nantong.

By 2020, Jiangsu plans to install 10 million kilowatts of wind power, of which 7 million will be at sea. The long-range planning installed 21 million kilowatts. "There are 13 million kilowatts in Yancheng," said Zhong Ming, investment department of Yancheng Development and Reform Commission. The tender for offshore wind farms is all in Yancheng. Although it is only 1 million kilowatts, it is “hotter than ever”. In June, the province organized enterprises to visit Yancheng on the spot. “We started registering 130 people and then turned into 180 people. At last we had 210 people. All major power companies have come!” said Gu Weisheng.

"The province's sea areas suitable for the development of offshore wind power are basically divided up!" said Gu Weidong, dean of the provincial macroeconomic research institute. Since last year, reports of cooperation agreements between energy giants and coastal regions have continued to spread. As little as 1 million kilowatts are developed, and as many as 2 million kilowatts or even 4 million kilowatts are developed - the investment is said to be as high as 90 billion yuan! Although the so-called agreement is not a piece of paper without the approval of the state, its urgency is evident.

This year, the country will adjust the installed capacity of wind power from 30 million kilowatts to 150 million kilowatts by 2020, much of it from offshore wind power. This greatly stimulated offshore wind and heat. Coastal provinces and cities have accelerated the preparation of offshore wind power planning. The development of offshore wind power does not occupy land space and the wind power is better, but investing two or three times as much as land-based wind power requires higher technical requirements. From the stability of offshore wind turbines to the assessment of environmental impact of offshore wind power, domestic preparation is still insufficient.
