Notice of the National Development and Reform Commission on Raising the Electricity Price of North China Power Grid Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia, Shandong Province (District, City) Development and Reform Commission, Price Bureau, Electric Power Company, North China Electric Supervisory Bureau, Taiyuan, Jinan Electric Supervisory Office, North China Power Grid Corporation:
In order to ease the difficulties in the production and operation of power companies, protect power supply and promote resource conservation, according to the “Notice of the National Development and Reform Commission on Raising Electricity Prices” (Dianfa Electric (2008) No. 207), we decided to appropriately increase the power tariff level of North China Grid. . The relevant matters are hereby notified as follows:
I. Appropriately increase the on-grid tariff (1) In order to ease the impact of rising coal prices, the electricity price of power generation enterprises should be appropriately increased. The price of on-grid tariff (including tax, the same below) of the coal-fired generating units (including heat and power co-generating units) of North China Power Grid related to provincial (district) power grids is respectively: Beijing 1.03 cents, Tianjin 1.16 cents, 1.6 cents in northern Hebei, 1.68 cents in southern Hebei, 1.75 cents in Shandong, 1.99 cents in Shanxi, and 0.9 cents in western Inner Mongolia. At the same time, we must appropriately increase the on-grid tariffs for some power plants with low electricity prices and serious losses. See Appendix 1 for specific power tariff levels for the relevant power plants.
(2) Increase the on-grid price of benchmarking of new production units that meet the national approval (approval) requirements. Within the scope of unified dispatching of provincial power grids, the on-grid tariffs of coal-fired units newly installed and installed with flue gas desulphurization facilities (including cogeneration units) were adjusted to 0.3607 yuan in Beijing, 0.362 yuan in Tianjin, and 0.3664 in northern Hebei respectively. Yuan, 0.3668 yuan in southern Hebei, 0.3724 yuan in Shandong, 0.2953 yuan in Shanxi, and 0.2749 yuan in western Inner Mongolia. For units that have not installed flue gas desulphurization facilities, the on-grid tariff is deducted by 1.5 cents per kilowatt-hour on the above-mentioned electricity price basis. After the new units are put into commercial operations, the on-grid tariffs will be enforced at the above prices.
(III) Prices of power transmission from Shanxi and Inner Mongolia Power Grids to the Beijing-Tianjin-Tangshan Power Grid increased to 0.3044 yuan and 0.324 yuan per kilowatt-hour respectively; the prices of power transmission from the Northeast Power Grid to the Beijing-Tianjin-Tangshan Power Grid increased to 0.278 yuan per kilowatt-hour; Shanxi Power Grid moved south to Hebei Province The electricity supply price of the grid increased by 1.68 cents per kilowatt-hour. The prices of power transmission from the newly built power plants in Shanxi Province and Inner Mongolia Autonomous Region to the Beijing-Tianjin-Tangshan Power Grid increased to 0.323 yuan and 0.322 yuan per kilowatt-hour (including desulfurization and price increase) respectively; Shaanxi Guohua Jinjie Power Plant sent power to Hebei Southern Power Grid and its price was approved as Kilowatt-hour 0.3068 yuan (including desulfurization price increase).
(D) Beijing Jingfeng Gas Power Generation Co., Ltd., China Resources GCL (Beijing) Thermal Power Co., Ltd., Beijing Sun Palace Gas Thermal Power Co., Ltd., Huadian (Beijing) Thermal Power Co., Ltd., Beijing Zhengdong Electronic Power Group Co., Ltd. The temporary settlement price is 0.452 yuan per kilowatt-hour.
Secondly, in order to gradually straighten out the transmission and distribution tariffs of the power grid, the transmission and distribution tariffs of the relevant provincial (regional) power grids increase by 0.35 cents per kilowatt hour, 0.6 cents for Tianjin, 0.6 percent for Tianjin, northern Hebei, southern Hebei, Shandong Province, and Shanxi Province. Western Inner Mongolia 0.2 cents.
3. To promote the development of renewable energy, the renewable energy price surcharge has been raised to 2 cents per kilowatt-hour, of which, the electricity consumption for household electricity and fertilizer production still maintains the original standard.
4. In the Tianjin Power Grid's sales price, 0.05 cents per kilowatt hour will be used to solve the problem of supporting the local resettlement of small reservoirs and hydropower stations. The current 0.88 cents collected from Shanxi Province's power grid sales price is no longer used as a local power construction fund. The electricity price space formed is used to resolve the conflicting electricity price in Shanxi Province. The specific plan was submitted to the Shanxi Provincial Bureau of Price for approval.
5. The price of electricity for users in the Tianjin Economic Development Zone in the urban districts and counties in Tianjin shall be the same price as the same price on the same network. Shandong Province adopts the same regional price and merges price regions with similar levels of electricity prices.
6. Appropriately increase the sales price level. The average price hikes for provincial (regional) sales tariffs are: 3 cents for Beijing, 2.82 for Tianjin, 2.5 cents for northern Hebei, 2.5 percent for southern Hebei, 2.6 cents for Shandong, and 2.9 for Shanxi. Money, 2.3 cents in western Inner Mongolia. The specific adjustment standards for various types of user electricity prices are shown in Attachment II to Annex VIII.
Seventh, this price adjustment will not adjust the prices of household electricity, agriculture and fertilizer production.
VIII. Adjust the sales price structure appropriately. Consolidation of non-integrated industrial and commercial electricity in Tianjin into “general industrial and commercial” electricity use; integration of electricity from non-general industrial and non-residential lighting in Shandong Province into electricity for “general industrial and commercial use”; non-general industry in Shanxi Province Electricity, non-residential lighting and commercial electricity are combined into "general industrial and commercial" electricity. Appropriately increase the proportion of the basic electricity price in the two-part tariff; pull the difference between voltage levels.
9. To adjust the time-to-hour price division of the peak-to- valley electricity prices in Hebei Southern Power Grid. After keeping peaks, flats, and valleys unchanged for 8 hours, the peak-to-valley period is divided into: peaks 8:00-11:00, 16:00-21:00, and valleys 22:00-6: 00, Pingdu 6:00-8:00, 11:00-16:00, 21:00-22:00.
X. The above price adjustments will be implemented starting from July 1, 2008 (copy of electricity).
11. Electric power companies must strengthen management, tap potentials and reduce consumption, and strive to digest cost increase factors such as rising coal prices to ensure safe and stable power supply.
Twelve, the competent price departments around the country must be meticulously organized and carefully arranged to ensure that the measures specified in this notification are implemented in a timely manner.
