Shanghai has made significant progress in environmental protection, as revealed at a recent press conference held by the Shanghai Municipal Government. Since 2006, the city has launched its third round of environmental action plans, with a total investment of 40 billion yuan and around 260 projects focused on enhancing environmental infrastructure, pollution control, and improvements in key areas. These efforts have laid a solid foundation for building an ecological city during the 11th Five-Year Plan period. One of the main focuses of this new phase is strengthening chemical environmental protection and governance. The plan aims to: first, upgrade environmental infrastructure, ensuring full coverage of sewer networks in industrial zones and starting centralized heating projects in suitable areas. It also seeks to complete systems for the resource utilization and safe disposal of solid waste. Second, effectively manage pollution, aiming to reduce chemical oxygen demand (COD) in water environments by about 15% and ammonia nitrogen by 10%. Pollution control facilities in industrial areas must achieve over 90% treatment rates, while the resource utilization rate of industrial solid waste should reach 95%, with safe disposal of industrial, hazardous, medical, and radioactive waste. Third, the environmental supervision system has been continuously improved, making management more scientific. Total sulfur dioxide emissions are kept within state-approved limits, and over 85% of polluting industries meet discharge standards. Finally, the environmental quality in the Wusong Industrial Zone now meets functional area requirements. The three-year environmental action plan in Shanghai began in 2000. Over the past six years, the city has relocated numerous chemical and pharmaceutical companies, shut down 10 fertilizer plants on the outskirts, and closed or relocated over 300 small chemical enterprises in townships. New and relocated chemical companies are now concentrated in designated parks. In the second round of the plan, Shanghai invested 70 billion yuan in environmental projects, significantly improving the city's overall environmental quality. Dustfall rates have dropped nearly 30%, and air quality has remained excellent for more than three years, with over 85% of days meeting good standards. The green coverage rate in the central city has reached 37%, reflecting a growing commitment to sustainable development and environmental protection.
