In recent years, heavy machinery enterprises have set their innovation goals for the next five years in line with national policies and the 16 key equipment areas outlined by the National Development and Reform Commission under the "Eleventh Five-Year Plan." According to experts from the China Heavy Machinery Industry Association, out of the 16 key development areas, at least four fall directly within the scope of the heavy machinery industry, while several others are closely related. The economic growth during the "Tenth Five-Year Plan" helped unlock the industry’s hidden potential for innovation, significantly improving the technological level of China's major equipment. Experts believe that since 2000, driven by China's rapid and stable economic growth, strong market demand has not only fueled the development of heavy machinery manufacturing but also accelerated overall technological progress in the sector. Notably, during the "Tenth Five-Year Plan," the government promoted the simultaneous development of various economic components, which led to a surge in demand for major equipment from private enterprises. This, in turn, greatly accelerated the localization of critical machinery. Numbers speak volumes. During the "Tenth Five-Year Plan," the Chinese heavy machinery industry grew at an average rate of 26.6%. In 2000, the industry's output value, sales revenue, and profit stood at 51.83 billion yuan, 49.98 billion yuan, and 570 million yuan, respectively. By 2005, these figures had surged to 211.78 billion yuan, 202.59 billion yuan, and 10.52 billion yuan. This rapid growth laid a solid foundation for the industry's development during the "Eleventh Five-Year Plan." Zhang Jinchao, Deputy Director of the High-Tech Department at the National Development and Reform Commission, expressed his satisfaction after visiting CITIC Heavy Machinery Co., Ltd. He noted it was impressive to see how far the industry had come from its humble beginnings. Heavy machinery companies have made remarkable progress in organizational management and precision machining, moving away from the outdated image of being just "big and crude." During the "Tenth Five-Year Plan," the industry achieved six major scientific and technological breakthroughs, winning the National Science and Technology Progress Award, including two first prizes and three second prizes. These achievements place the heavy machinery sector among the top performers in China's broader equipment manufacturing industry. Many heavy machinery companies established or improved their R&D institutions during this period, building up internal capabilities. Large backbone enterprises now have their own product design institutes and state-level engineering technology centers. In 2005, Dalian Engineering Heavy Industries, Taizhong Heavy Industries, and Zhongxin Heavy Machinery Engineering Technology Center received substantial funding from the National Development and Reform Commission. These centers will play a key role in developing new products during the "Eleventh Five-Year Plan," focusing on future-oriented innovations guided by market demands to strengthen corporate competitiveness. Ultimately, enterprise competition is driven by innovation, and at its core, it is a competition for talent. Today, leading heavy machinery companies have research teams of over a thousand people, ensuring a continuous cycle of R&D, application, and re-innovation.
