"It was really enjoyable!" said a minister after the State Council executive meeting on January 27.

On the same day, Premier Li Keqiang presided over the executive meeting of the State Council and decided to promote the integration of "Made in China 2025" and "Internet Plus." At the meeting, the Premier elaborated on how to promote "Made in China 2025". The following is an excerpt from the speech for the day.

The formulation of "Made in China 2025" has already had a certain influence, and it has also raised people's expectation of China's manufacturing industry. It is not easy to go this step and you should give it a positive one. However, we must also realize that there is still a lot of space in this area and there are still many things we have to do.

First, we must speed up the integration of "Made in China 2025" and "Internet +". This year's Davos Forum featured the theme "Controlling the Fourth Industrial Revolution." In the general downturn of the world economy, the global economy needs to find a direction and boost confidence. The theme identified by the forum deserves our careful study.

The so-called "four industrial revolutions" are roughly divided into the "steam revolution" for the first time, the "electrical revolution" for the second, the "information revolution" for the third time, and the fourth industrial revolution. Now the term used is called "physics." "Information fusion" is mainly about "Internet +," and the content is big data, cloud computing, intelligent robots, 3D printing technology, and so on, and this has set off a wave of new wave of innovation.

Some of the core ideas at the Davos Forum, we hereby pay attention to research. The sense of urgency that sometimes does not await me: The fourth industrial revolution has reached this level. The combination of industrialization and information technology alone is not enough. People's needs change is increasingly flexible, and industrial production needs to adapt to changing market demands more quickly to satisfy customers and Consumer demand for personalized tricks.

It now appears that industrial development must rely on the use of brains on a wider scale. It is not enough to rely on their own companies or to close their doors alone to conduct research. Because the Internet has opened up the entire world: on the one hand, the cost of production and sales is greatly reduced, and on the other hand, through the Internet and the entire market demand quickly docking, and in time has also been greatly shortened.

The so-called "C2B" is the request made by the consumer, and the manufacturer designs consumer goods and equipment items accordingly. This is a real revolution: a company is no longer a single closed enterprise. It is closely connected with the market through the Internet and communicates flexibly with consumers at any time. This is the general trend!

Over the years, 3D printing is showing signs of blossoming, because manufacturers must adapt to the individual needs of consumers, so equipment must be extremely flexible. As we all know, the automotive industry is transitioning from a rigid production line to a flexible production line. Previously, five-axis machine tools were considered highly flexible and could be adapted to a variety of product manufacturing, and are now falling behind because of the emergence of 3D printers. Something that is computer-designed is printed directly.

China's traditional industries are based on a planned economy. The construction of a traditional industrial system cannot be denied. Without this system, there can be no today. However, if we only lie on the traditional industrial system today, we will be abandoned. If you do not embrace the Internet, you will not be able to keep up with the pace of the new industrial revolution. Some enterprises in developed countries have already made active explorations in this regard. They not only interconnected with the market demand through the Internet, but also encountered technical difficulties to solicit global solutions through the Internet.

Therefore, we must highlight "Made in China 2025" and "Internet Plus." In the past two years, "Internet +" has played a big role in employment, especially online shopping, which has directly brought fire to the express delivery industry. It forced the offline store to merge and transition to offline. Now the industry is also introducing "Internet +." For example, Zhang Ruimin’s innovation in Haier has changed the manufacturing model, business model and R&D model. These are the profound revolutions that have occurred around us! Last year, I went to Henan to see a fresh frozen company started from cold storage. They also engaged in “Internet+”, which not only achieved rapid growth in e-commerce sales revenue, but also increased the utilization rate of more than 3,000 freezers to more than 90% by creating a “cold-chain network”.

These revolutionary changes that have taken place around us have revealed to us that only when China's manufacturing is deeply integrated with the “Internet Plus” will it be possible to realize the conversion of old and new kinetic energy. It is necessary to change people's misunderstandings: It is thought that "Internet +" is only a virtual economy. In fact, once this "virtual" is combined with "entity", it will add wings to the real economy. China's own research and development of the third generation of nuclear power technology, "Hualong No. 1" is like this, we must sum up the experience to promote!

Last year I went to Korea and visited their innovation center. There are more than a dozen of the first batch of innovation centers that they have established. The government has adopted policies. Samsung, LG and other large companies have provided funds and technologies to provide services and support for innovative SMEs. Now many countries are engaged in their own innovation centers. The tide is very fierce. We must also accelerate our pace.

In the early 1980s, we were unable to produce "big things" such as televisions and refrigerators. We finally introduced the glass bulb production line. The result was not too long. Others' new technologies came out and the old production line was useless. . Including video recorders, etc., many of our industries are always running behind other people's buttocks.

Many people say that in the Internet industry, we and the developed countries are almost on the same starting line. This time, we must seize the opportunity and never miss it again.

Second, how can we promote the integration of "Made in China 2025" and "Internet +"? Still rely on market-led, business guidance. "Made in China + Internet" actually means that the market plays a decisive role in allowing manufacturers to chase after the market. In the past, the "supply and sales model", companies self-produced, did not consider the user experience, the shortage of economy was okay. Now if consumers are not satisfied with your product, they will go through Haitao and even run overseas to buy it. Consumers have more room for self-selection and they can vote with their feet.

Recently, the media frequently mentioned "fan economy" and "net red economy". I understand that this is actually chasing the market to run, is to take the market. Our enterprises must seize the needs and psychology of consumers and push Chinese manufacturing in this direction. Enterprises must transform to this direction.

Nowadays, we have many businesses sending information on consumer demand directly to the enterprise via the Internet. In turn, our big companies can do the same. Some of our large-scale equipment companies only produce large parts and do not take small jobs. The final cost calculations do not make money at all. I look at some large companies in developed countries. Wherever they go, they bring a large number of supporting small businesses. In this regard, they have formed a very complete industrial chain. We call for strengthening the market concept of the company all day long. This is not something that we can strengthen by speaking. It is necessary to reform the corporate system and mechanisms to really stimulate the internal motivation of employees.

Can not always focus on staring at a few large companies, one that is bigger and stronger. In fact, SMEs have more growth and are new forces that cannot be ignored in the future. The Germans always say that Germany’s hope for the future lies in German manufacturing SMEs. Because SMEs are growing, they are likely to grow into tomorrow's "little giants."

Third, to create a number of innovation centers, the government must guide and support them. In many countries, innovation centers generally use a large enterprise as a platform to attract a number of colleges and universities, scientific research institutions, small and medium-sized enterprises, and start-ups to join in. They are closely integrated in several ways and can form complementary advantages. At the same time, the government supports such aspects as supporting policies. For example, it provides policy support in terms of additional deductions, technology guidance funds, and so on.

Finally, we must strengthen international cooperation in innovation. Promote "Made in China 2025" and "German Industry 4.0" and South Korea's "Innovation in Manufacturing 3.0" to work closely together to learn from each other and complement each other.

The key to this is that Chinese standards must be linked to international standards. In the end, it is necessary to realize the “China Made 2025” equipment product to improve quality and efficiency and move toward high-end. We cannot engage in government directories. Now there is a green paper entitled "China Made 2025" in the key areas of the technology roadmap. It is guiding and very good, but the standards must have. To believe in the enterprise, once the standard comes out, there will be a large number of companies moving closer to the standard. As long as our supervision keeps up, Chinese equipment will develop better.

All in all, the key to the breakthrough of “Made in China 2025” should be mainly focused on the integration and development of “Internet+” and accelerate the “rebirth” of Chinese industry.
