As one of the old industrial bases in Northeast China, Jilin Province has a large proportion of heavy industries, aging equipment, and high energy consumption. The energy consumption per unit of GDP in the province exceeds the national average of 10%. The chemical industry, one of the three pillar industries in the province, has long focused on heavy chemical industry and old enterprises. Some enterprises have low technology, backward technology, and outdated facilities. The pressure to eliminate outdated production capacity and energy conservation and emission reduction is naturally great. However, on August 8th, the Ministry of Industry and Information Technology released the list of enterprises that eliminated backward production capacity, Jilin Province has only nine companies listed, involving a total of 88.6 million tons of cement, paper and alcohol industries. This is not unrelated to the historical opportunity of the petrochemical industry in Jilin Province to seize the opportunity to rejuvenate the old industrial bases in Northeast China and implement industrial upgrading in advance.
Jilin City, known as the "City of Chemicals," has more than 200 chemical companies, and its energy consumption accounts for nearly half of the city's total. “Now, chemical companies in Jilin City are almost all in the park.” Wu Yamin, deputy director of Jilin Chemical Industry Demonstration Park, told reporters proudly. While promoting chemical companies to enter the park, Jilin Province, relying on the construction of chemical parks, vigorously developed circular economy and continuously strengthened the environmental protection construction of chemical parks to promote the overall level of the industry. During the “Eleventh Five-Year Plan” period, 29 state-level parks and Jilin Chemical Industrial Park successively shut down 29 old devices with high energy consumption, heavy pollution, and backward technology. At the same time around the clean production, more than 20 sets of patented technologies were introduced successively. The 300,000-ton/year sulfur-containing wastewater acid production project was listed as a special fund support project for energy conservation, emission reduction and development of recycling economy in Jilin Province. The sewage treatment plant's hydrolytic acidification pool (accident pool) expansion project was used as the national water pollution in the Songhua River Basin. The "Eleventh Five-Year Plan" project has received a reduction fund of RMB 900,000 from the Ministry of Environmental Protection and the Ministry of Finance and a financial subsidy of RMB 5.2 million.
Jilin Province will also use chemical parks as an extension of the industrial chain to achieve comprehensive utilization of resources and adjust the industrial structure. At present, Jilin Chemical Industry Demonstration Park has formed several major industrial chains such as oil refining ethylene, ethylene by-products utilization, chemical fertilizers, fine chemicals, and bio-chemicals, and strives to achieve an output value of 10 billion yuan within three years. Songyuan City adjusted the industrial structure through the establishment of a chemical park, focused its project construction on the extended petrochemical industry chain, and changed the original exploration of oil and natural gas through the construction of 10 million tons of oil refining, 1 million tons of ethylene, and 1 million tons of fertilizer projects. The mining-based situation is trying to create the "second" petrochemical production base in Jilin Province.
Jilin Province also accelerated the pace of adjusting energy structure and building clean energy. Jilin Province is speeding up the implementation of the “Gasification Jilin” project within the Chemical Park. At present, the natural gas production capacity in Jilin Province has reached 2.2 billion cubic meters. Jilin Petrochemical is implementing the transformation of natural gas alternative fuel oil (coal) in six units including its organic synthesis plant, oil refinery, and fertilizer plant. It is expected that Jilin Petrochemical will reduce carbon dioxide, sulfur dioxide, nitrogen compounds, and dust emissions annually after the completion of the transformation. 9.54 million tons, 971.24 tons, 2273.04 tons, and 308 tons. The thermal efficiency of each heating furnace, boiler and cracking furnace will increase to 92%.
While phasing out backward production capacity, the chemical industry in Jilin Province is actively implementing technological transformation to improve energy-saving and emission reduction capabilities. The implementation of Jilin chemical fiber energy system optimization, Changshan Chemical's adoption of dry pulverized coal gasification process technology, and Jilin Petrochemical's concentrated nitric acid technological transformation project have effectively increased the energy conservation and emission reduction level of Jilin Chemical Industry.
In addition, according to the characteristics of its agricultural province, Jilin Province also develops characteristic biological industrial bases using crops as raw materials. Jilin Province will build Asia's largest corn chemical alcohol base; promote Changchun Dacheng Biotechnology Construction 1 million tons/year biochemical alcohol, 1 million tons/year bio-polyester, 1 million tons/year bio-resin and 100,000 tons/year valley Projects such as amino acid; construction of castor oil for production of sebacic acid, nylon 1010 resin and other projects.
After early planning and layout, Jilin Province has achieved remarkable results in eliminating backward production capacity and promoting energy conservation and emission reduction. According to Li Fuchun, director of the Jilin Provincial Development and Reform Commission, after four years of hard work, the chemical oxygen demand and sulfur dioxide emissions of major pollutants in Jilin Province have been completed one year ahead of schedule. This year, in order to ensure that the energy consumption per unit of GDP is reduced by 5.6% and zero emissions of major pollutants are being targeted, Jilin Province plans to shut down 650,000 kilowatts of small thermal power units, eliminate 856,000 tons of cement, use 45,000 tons of paper and 25,000 tons of alcohol.
